The much-anticipated trial for Iris Koh, Dr. Jipson Quah, and Thomas Chua will begin with significant legal developments already surfacing.
Key Changes in Charges
The charges have been amended, shifting the focus from:
Misrepresentation to the Ministry of Health (MOH),
to
Misrepresentation to the Health Promotion Board and falsification in the National Immunisation Registry.

What to Expect on Day 1
Voir Dire (Trial Within a Trial):
Dr. Jipson Quah is contesting the statements he allegedly gave to the authorities. This will likely lead to a Voir Dire, a separate hearing to determine whether these statements were made voluntarily and can be admitted as evidence.
This process will be crucial as it may uncover irregularities in the investigation process.

FACTS OF THE MATTER
On 21st Jan 2022, Iris was arrested and put in remand for 15 days for investigations. She was charged on 23rd Jan 2022 for
1st Charge
"Party to a criminal conspiracy with one Jipson Quah (“Quah”) to commit an offence under Section 424A(1)(a) of the Penal Code 1871, to wit, you and Quah agreed to dishonestly make false representations to the Ministry of Health (“MOH”) that persons were vaccinated with the Sinopharm vaccine, when in fact they were not, in order to obtain Certificates of Vaccination against COVID-19 for such persons, and you have thereby committed an offence punishable under Section 120B read with Section 424A(3) of the Penal Code 1871."
Status: Acquitted on 9th May 2024, Iris had this charge dropped.(There was no trial for this)
On 3rd Febuary, she was charged with tearing up a statement from a police officer during her 15 days in remand.
2nd Charge
She currently has a total of 14 different Criminal Charges.
Not all 14 Charges will go on trial. These 7 are in the current proceedings. They involve 7 different patients whom she alledgedly conspired with Dr Jipson Quah to cheat MOH. This was the original Charges.
Please note that on 13 December, 3 days before the Trial, Iris received amended charges. These are significantly amended.

One other charge involving Tee Hui Yee will not be heard this time. (7th Charge)
"are charged that you, on 5 November 2021, in Singapore, did abet one Tee Hui Yee (“Hui Yee”) to fabricate false evidence, namely, by instigating Hui Yee to be falsely certified to be of unsound mind, intending that such certification may appear in evidence in a judicial proceeding and that such certification, so appearing in evidence, may cause the police to entertain an erroneous opinion on whether one Jipson Quah had improperly administered Sinopharm vaccines of a lower dosage to patients, which is a point material to the result of such proceeding, and you have thereby committed an offence punishable under section 193 read with section 116(1) of the Penal Code (Cap 224, 2008 Rev Ed).

(b) question the doctor at the vaccination centre about vaccination safety; and
(c) ask the doctor for permission to record his/her answers and consider reportinghim/her to the Singapore Medical Council if the doctor declines, and you have thereby committed an offence under Section 3(1)(a) Protection From Harassment Act (Cap 256A) punishable under Section 3(2) Protection From Harassment Act (Cap 256A) read with Section 117 of the Penal Code (Cap 224, 2008 Rev Ed).
14th Charge
(b) question the doctor at the vaccination centre about vaccination safety; and
(c) ask the doctor for permission to record his/her answers and consider reportinghim/her to the Singapore Medical Council if the doctor declines, and you have thereby committed an offence punishable under Section 3(1)(a) p/u Section 3(2) Protection From Harassment Act (Cap 256A) read with Section 117 of the Penal Code (Cap 224, 2008 Rev Ed)."
15th Charge
"are charged that you, on 25 November 2021, in the vicinity of Bedok Police Division HQ, 30 Bedok North Road, Singapore, did organise a public assembly to publicise a cause, namely, to resist the Government’s vaccination programme for the Covid-19 vaccine, to wit, by distributing T-Shirts with the slogan “United We Stand for Choice – Healing the Divide” to members of Healing The Divide, and encouraging the members to put on the said T-Shirts and taking photographs with them, in respect of which no permit had been granted under Section 7 of the Public Order Act (Cap 257A, 2012 Rev Ed), where such permit is required by the Act, and you have thereby committed an offence punishable under Section 16(1)(a) of the Act."
