Can someone help to explain the huge difference?

Hong Kong
Population: 7.5 million
No of Covid cases: 7

Singapore
Population: 5.7 million
No of Cases: 1650

Average over last 7 days: 1247 cases
Vaccination: 82%

Shouldn't living with endemic involve less and not more testing? It doesn't make sense.
